Sexual behaviour alleged in Canadian psychiatrist hearing - Bondage, oral sex alleged

An Ottawa psychiatrist is accused of outrageous sexual behaviour with two patients, including tying rope around one patient's genitals and leading him around the office.

Dr. Juan Ernesto Tejeda Rosario, known as Dr. Tejeda, will appear before a discipline committee of the College of Physicians and Surgeons of Ontario this month to begin a hearing into the allegations.

Tejeda's lawyer, Todd Burke, said he couldn't comment directly on the accusations.

"The doctor hopes justice will be done," Burke said.

The numerous allegations are detailed in a notice of hearing filed by the college. According to the hearing notice, Tejeda engaged in sexual impropriety with a patient, engaged in sexual abuse of a patient and engaged in conduct that is disgraceful, dishonourable or unprofessional.

The allegations involve two male patients. According to the hearing notice, Tejeda engaged in inappropriate activities with the first patient from 1990-1998.

Included in the allegations for this patient are:
  • Tejeda had the patient perform oral sex on him,
  • Tejeda had the patient masturbate in the his presence, and,
  • Tejeda had the patient masturbate him.
According to the hearing notice, the patient disclosed his sexual involvement with Tejeda at the Civic Hospital and Tejeda urged and assisted him to retract the disclosure.

Tejeda is also alleged to have paid the patient's girlfriend $3,000 to not disclose her knowledge of his sexual involvement with the patient.

Tejeda is also accused of performing other sexual acts with a second patient, who saw Tejeda from 1991 to 1996. Those allegations include:
  • Tejeda kissing the patient,
  • Tejeda penetrating the patient with objects, including a riding whip and a toilet brush,
  • Tejeda putting a plastic bag over the patient's head and having the patient perform oral sex on him, and,
  • Tejeda tying the patient's hands and tying rope around his genitals and leading him around the office.
The college suspended Tejeda in January. The discipline committee plans to hear the case in Toronto starting March 19.
