A judge has ordered former deputy warden and prison psychologist Fred James Tobin, 45, of Collins Bay penitentiary to stand trial on charges that he sexually assaulted, stalked and abducted a woman who used to work for the Correctional Service of Canada. Tobin is charged with several offences, including uttering death threats, unlawful confinement, criminal harassment, sexual assault, stalking, telephone harassment and intimidation on a highway.
Tobin, a senior prison psychologist, has held various senior management positions. In the 1990s, he was in charge of the female behavioural unit at Kingston Penitentiary’s Regional Treatment Centre. And at the time of his arrest, he had been acting deputy warden for about a year at Collins Bay penitentiary, a medium-security prison for men.
