[The Florida Board of Medicine has] voted to suspend indefinitely the license of an Orlando child and adolescent psychiatrist who was diagnosed with cocaine and opiod dependence in October 2005.
According to board documents, Dr. Harold E. Smith had been under state supervision for "poly-substance" dependence since 1998, though he had complied with random drug testing and other requirements that allowed him to keep his license. Following the 2005 relapse, Smith entered a treatment program that ended in February 2006, according to the board. Afterward, he refused the state's requests to undergo intensive psychotherapy, reside in a halfway house and submit to further monitoring.
The board voted to suspend Smith's license until he can document sobriety for one year and he re-enters the state's monitoring program for doctors with drug or mental-health issues.
